1. Introduction Libertarians are known for the intellectual challenges they pose to the authority of the state. They have contested both its specific authority to carry out certain tasks such as antitrust regulation and wealth redistribution, as well its more general authority to claim a monopoly on the legitimate use of force over a geographical area. (1) For all this, libertarians are to be much praised. Even when their positive arguments for a minimal state (or no state at all) have not been completely persuasive, those arguments have nevertheless helped to foster a much needed skepticism in the authority and competence of the state, and to build up our confidence in the responsibility and creativity of free individuals and the spontaneous orders they create.
